It says it's powder coated, but the finish is very dull. Is that maybe a more utility-quality powder coating?

You can get an exemption in CA for collector vehicles, so the back fees could be waived.

Yeah I did notice that and thought it strange. I do remember someone in North GA that was selling a large lot of something like 20 that all looked very similar to those pictures.....
