My partner just bought a white S150 and this I noticed this on the frame.
it lookes like Vespa 'dips' the frame and all to paint it, and there was an air pocket at this location.
I sent an email to the store I bought it from, and they said they will get back to me tomorrow, I'll be there tomorrrow to pick up my Vespa.

what you guys think? is it repairable? or should we try and get a new/different scooter.
or do we even need to worry about this?

It looks like the weld job was done wrong, I hope you didn't buy a harvested scooter that had been in a wreck and then fix up for sale later, go on line and check the VIN number to make sure it's okay.

I had a yellow gts that had a a paint flaw so bad it looked like a two year old took a paint brush to it, my dealer was a stand up guy and even though piaggio refused to take it back he traded me even for an mp3. No doubt he was eager to move the three wheeler but it was either that or have them strip a brand new scoot in the middle of riding season and send it to some paint shop

If the scooters where new when and how long did it take to flaw to develop?
Vespa paint is 2 stage paint and can be fixed very easy by spaying a clear coat on it. the white Vespa looks like a bad weld.

It looks like the weld job was done wrong,
Thats not actually a weld, it's seam sealer...a putty-like paste. The spot welds are in past that seam, where the metal is bent to make flat contact with the other piece. You'd have to remove the floorboard to see that.

It appears as if thats just a bad spot in the seam sealer (putty) to my untrained eyes.

I agree, its not a weld. I can tell that much. Its hard to take a picture that can show the detail. Its missing paint what you see is a lack of paint not a crack in the metal or a bad weld.

We did buy it new two weeks ago, came with a "certificate of origin" so I don't think it was wrecked or previously registered at least.
I only noticed this a few days ago, I saw that the dealer didn't completely remove the protective film from the silver trim...when I pulled it off I noticed it.

They fill in seams prior to painting with that goo, and paint over it. (Manufacturers use it in automobiles too....typically in trunks and floorboards) There's a small bead of that in the seam behind the seat that runs from the fuel tank, towards the rear tire. And elsewhere.

I consider it strictly cosmetic, and not a sign of previous damage, etc. Would I want it rectified somehow? Yes. No question.

That "stuff" tends to dry-up and shrink some with age and use....good maintenance item you do for it! Then, let it dry, and take a ride

Like the others, I believe it's body putty, they used to seal the seem. This should be touched up to prevent water (air really) from infiltrating the seam and rusting it.

It's probably just a photo thing, but it appears that the trim that covers the end of the molding is not pristine.

I'm very forgiving when it comes to minor imperfections and such but to me that's simply inexcusable for a brand new machine. Seeing things like that (and reading about GTS 300 paint and rust issues in other threads) makes me wonder about quality control at Piaggio....

All the models have a flexible sealant beneath that particular joint. It is painted over and the paint will crack if you press on it. It's annoying but I would just live with it. Recent Piaggio quality control has taken a nose dive in my opinion. The 2000 to 2004 Vespas were much better built.
