Modern Vespa

So I'm considering this idea...but am not sure as to what kind of paint I should be looking at. Can I just go to a local hardware store and pick a color and then mask and spray? Somehow I doubt this and I also am guessing that there is more to painting than what I just layed out

Would I have to sand down the rims and then apply a base coat and then the color coat (2 applications) and then finish with a sealer or clear coat?

You can get them powder coated.
Paint half the rim one color and other half another color.
Spiral.
Jagged circle.

You can paint them, but it's not going to hold up well, they really need to be powder coated.

Is there any kind of wheel tape (reflective or just colored) that is available to do something like this?

Or is powdercoating the way to go. Now I'm not talking about the entire rim...just the edge near the wheel on the outer diameter.
