I have a P200 and the front brake is terrible. From the research I've done they all are. Disk brakes are too expensive.

Any advice to make the brake function better?

I have a new cable installed but no change. I was about the replace the front pads. I just brought this scooter back to life i figured the font pads might be burnt or oil soaked. They look fine.

I'm worried about emergency stops.

Hello

I had a p200 and the drum brake was fine, check for glazing,ovality, angle of the brake arm and check that you have a decent named manufacturer of the shoes.

My front brakes were awful until I worked on them. Totally glazed up. Not that I did anything special - fresh pads, a good cleanup, and a new lubed cable.

However, at first the new pads didn't seem too promising, even though I rouged them up a bit with coarse sandpaper. After a tankful of gas they had improved significantly. I'm assuming that any high spots had worn down, and the pads eventually conformed to the drum shape.
Now they aren't all that bad. Short of a death trap, even!

Unfortunately I sold my P due to a pending job move back in April that still has not happened. I have a brand new seat with keys, a rim, electrical controls for both sides of the bars, keys and cores, mount for the original tail light, grips and a few other odds and ends.
