I am considering purchasing a 1965 spanish vespa 125 N Barn find
They say that the engine turns but does not run, what could be wrong with it ? spark plug, carb, piston or just needs kicking some more ?

To be honest, there's no way to tell with the information at hand. Go see it and do any and all diagnostics the owner will allow. Can it even be kicked over, or is it frozen? Are parts missing? If it's all there, then you can check further. Check for spark, fuel to the carb, etc. "Doesn't run" could be anything.
