I don't know the answer to that but it might be obvious if you were to take the light out. Procedure for that is here.

Not as far as I'm aware. The adjustment screw that's up underneath it only moves it up and down. Any adjustment side-to-side would have to be made with the headlight off (out of the cone), and really just by bending the mounts, so it would be a real pain to actually do.

...or possibly using washers between the reflector and metal bracket which bolts to the back of it to change sideways alignment...?
