I had a small Faco windscreen installed on my 250 about three weeks ago. Tonight was the first time I took it out after dark. The bottom of the windscreen picked up the light and distributed it throughout the windscreen like a fiber optic light. I was looking at a very bright light shining in my face. No way I could drive like that. The bottom of the screen is just in front of the top of the headlight. In other words, the bottom of the screen is about one-half inch out from the light, and about one inch below the top edge of the headlight. Was the windscreen installed improperly, and if so, how can I adjust it?

That isn't right. The screen should be about 1/4~3/8" above the headlight shell and behind the lens by at least that much. The mounting arms, properly bedded deep into the two mounting points should locate the screen correctly.

You might want to try loosening the expansion bolt nuts (the 17mm nuts where the brackets go into the tubes on the headset) to see if the windscreen can be pushed farther in. With my small OEM Vespa flyscreen on my LX, the screen sits far enough back that it doesn't transmit significant light.

My cut-down tall Vespa windscreen didn't transmit much light either, but I didn't know about the Faco.
However, the Jettin visor does look cool. And I don't even see the lit up top of the headlight, let alone any transmitted light.

you just need some electrical tape accross the top of the head-light - a visor looks cool but will slow you down !!

Goto the AutoParts store and get a strip of door edge molding.
Cut it to fit and slide it onto the screen above the headlight.

I have a full size Faco. The bottom edge on mine is 1/2 inch above and 1/2 inch behind the top edge of the headlight. At night the entire edge of the screen glows like fiber-optic but it's not so bright as to be distracting. Is the shield mounted as high on the uprights as possible?
