i was wondering what would make a better engine for a everyday/touring scooter. I am looking for something i can ride distances and not have to worry about running into major issues. my options are the following

1.px150 engine with a pinasco 177 kit with 24/24 carb and jl pipe or

2. brand new stock px200 motor from scooterwest with jl pipe.

The brand new 200 motor would be more reliable than a tuned 150 motor. I'm not saying that tuned 150 motors can't be reliable, but on average, stock motors are more reliable than performance tuned motors.

Yes. Px200 motor is the way to go. But ditch the JL exhaust if you are not at least going to put on a Pinasco 215 kit.

If you want an exhaust for a touring scooter, go for one of the more stock looking ones like: Sito+, Pep+ 2.0/3.0 or SIP Road.
