Your best bet would probably be to find a used Vespa and remove the engine, or find a "salvage title" Vespa, which would be inexpensive.

Can't imagine any shop will take a new engine out of a new body and sell the body only.

No, to my knowledge they can't. Either way they'd probably want to charge you full new vehicle price, after all the frame is new.

Why not find a used scoot and remove the motor. You could probably sell the motor easily, to someone who's blown out theirs.

I say keep an eye on Craigslist, eBay, etc for people selling use bikes. I've seen quite a few people selling scoots with seized engines.

Maybe(A BIG maybe) you could contact PIAGGIO and work something out.Do this electric Vespa right and who knows, you could win a BIG contract to partner with Piaggio to supply electric Vespas.

Piaggio already has an electric scooter project so I doubt they are going to "work something out" with someone off the street. Buying a used scoot at a good price and removing (and reselling) the engine is the best (and most cost effective) idea.

Depending on which body you want, Scoterworks offered new, unpainted Stella bodies some time back if the type of Vespa is what youre looking for, and Im wondering if a modern Vespa body could be ordered through parts at a Vespa dealership. And fork, and fender.

Costwise though....used is going to be cheaper, easier, faster.

Interesting project!

I am not even sure Piaggio could sell one since they are only able to sell DOT and EPA compliant vehicles and the removal of the motor means it is a different vehicle in the eyes of the DOT/EPA.

I am sure you could find a salvage bike. There was one on this site that was flood damaged. No mechanical issues that a new motor and wires might not solve.
