Check P200E prices all over the place and look at the condition and mileage versus the one your friend has. Your question can't be answered unless you can supply facts and pictures about the specific scooter you're looking at.
Rust, mileage, dents, rattlecan paint jobs, goofy mods and little or no maintenance will all turn a decent vehicle into a project. If it's clean, in decent condition and runs great then $2k may be fine. They are great scooters, fun to ride and parts are available, but they can require some attention. Hope it works out for you.
