I think I was over charged.
Front and Back Tires
Install of both
Flush out brake fluid
and
clean the carborator, then I was told I need another part Electonic switch
Part will cost under $50.00 with 1 hour of labor cost

I paid $550 for this service, is that fair. Remembering I still have to pay for the switch and 1 hour labor

Maybe baby...
The tires alone could be as much as $100 each. Last year I changed the rear tire on my very similar Vespa et4, the Pirelli tire (same as stock) was $95 bucks from a Vespa dealer, and I had it mounted for 25 bucks at at a Yamaha dealer and I did all the unstall/install labor myself. I could have gotten the tire cheaper online, but I couldnt wait.

So yeah, I bet a dealer would charge you at least half that for just the tires.

It adds up... and up... and up!

Depends on the local labor rate. It is around $125-$150/hour in California depending on where it is who it is and all the rest of the variables (clean, coffee in the waiting room, a waiting room, inside storage at night or a fenced in yard, staff with/without teeth, showers, people skills)

Some places use a 'Shop Rate Guide,' on how many hours something takes - others use a time and materials rate. If the salty dog mechanic does it, he can do 10-20% more hours work a day, than the guy straight out of WyoTech who is still trying to figure out phillips vs. standard screwdrivers who is billing 20-50% less hours a day.

I'll bet there are people who have paid less, and people who have paid more.

ASIDE: I was looking at two new vehicles that I couldn't decide between: Basic required maintenance on one was around $10,000 in the first 40,000 miles, the other was going to be $2,700-$3,300...... These are similar vehicles from different manufacturers - I was floored. Not only do you have to make the monthly payment, you have to bank .25/mile for services, and then more for tires, and fuel......

Yeah i watched a few youtube videos and it seems straight forward. The only thing I would not be able to do would be mount the new tires on the rim. I wonder that little job might run me.

mini tire changers are $40. They break they seal and you can buy the tool to easily remove the tire (spoons)

If nobody else will say it plainly, you were overcharged, at least based on what you have listed as being done to the scooter.

You can buy new tires for about $50 each, even cheaper if you look on eBay
http://www.ebay.com/itm/Maxxis-M6029-Scooter-Tire-120-70-11-Vespa-Piaggio-NEW-/130436497120?pt=Motorcycles_Parts_Accessories&hash=item1e5e9efee0&vxp=mtr
(BTW . this is a Killer deal on a oddball 11 inch Vespa tire)

or look here $109 for the set.

http://www.phatperformanceparts.com/ProductDetails.asp?ProductCode=PIRELLI-SL38&CartID=

The front rim is so easy to get off I can't even use the words "instal or remove" The rear is a little harder but no difficult task. Mount and balance is about $40

I'm thinking $350 TOPS off the top of my head for the entire service.

depending on where you are that may be a little steep. however, i'm sure that there is more to the picture here-- more labor involved than you're letting on.

at any rate, in socal where labor runs 80~90 an hour that bill seems about right if you factor in tax and hazardous disposal.

best,
-greasy

spoons can damage rims if the user has never used them and know what they are doing. Seen many dinged and scratched.
