I heard someone on this forum said they only spend 5$ on cover because they get stolen (therefore he only spends $5 = not much loss)

I've been in LA for 25 years and have only lost one cover. And that one was not padlocked to the bike.

I buy tarps from Home Depot for $7, and they work better than most scooter covers I've tried. As long as you don't mind it being ugly!

Now being ugly may not be a bad thing. If the scooter cover looks like that I wonder how bad the scooter underneath looks?

Those "Bike Condom" plastic covers are $6 at my local scooter shop, and they last for a good while. They are a tight fit (ahem), over my P200, so they might not be big enough for a modern Vespa or at least would leave a lot of the lower portion showing, which might not be what you want.
