Paint supplier and instructions:

The suppliers name is Orn Sigurdsson from Iceland. Orn has a link on there that shows a guy with a Vintage Vespa, who did his tires and showed his techniques, including how he prepped the tires.

This article i received from Orn after the fact. Go to page two and to the second technique, which involves sanding and then painting. I will definitly go that route next time.
I'd also advise using a 1" foam brush vs a regular paint brush. It used less paint and went on smoother. They are inexpensive, so I'd use one brush per tire per coat and then thow it away and use a new one.
If anyone has any questions, PM me and I'll do my best to answer them.
Good luck!
